Job Title:Russian-Ukrainian Language Instructor

We are seeking a qualified and experienced Russian-Ukrainian Language Instructor to provide advanced language training to adult learners. The successful candidate will have a thorough understanding of Russian-Ukrainian language and culture, as well as a strong background in foreign-language pedagogy. The Russian-Ukrainian Language Instructor will be responsible for delivering high-quality language instruction, developing course materials, and conducting research in both Russian-Ukrainian and English.

Location: George C. Marshall Center/PLTCE, Breitenauerstr 16, 82467, Garmisch-Partenkirchen, Germany

Course Requirements:

  • Core Hours: 08:40 to 15:50 (50 mins * 6 Sessions, each day), Monday – Friday, excluding U.S. holidays. (Courses are scheduled based on member and/or host nation availability.)
  • Course length: Provide 30 hours of intensive target language instruction per week, for as much as six (6) contact hours per day.
  • Course Duration: Each individual course is five (5) weeks in length.
  • Class size will typically range from 1-6 students.

Course Instructional Task:

The course shall reflect current usage of the language in the target language country. Thus, students shall be exposed to dialects, slang expressions and specialized terminology (e.g. military/security, political, economic, scientific/technological, culture and social, geography: physical, political, and economic.). The topic of "culture" shall be treated as it contributes to proper understanding of a text or message and as it becomes critical in the ability to effectively transmit a message and to interact appropriately with native speakers. Learning materials shall be derived from current and authentic sources and from all media (printed, audio, visual, electronic, etc.). The focus is on communicative competence using functional, task-based language and activities, although some explicit treatment of grammar and vocabulary might be required.

The instruction shall include Oral Communication, Pronunciation, Structure, Listening and Reading Comprehension, Writing, as well as special skills development such as gisting, translation, interpretation and transcription.

Duties and Responsibilities:

  • Prepare a syllabus for the course.
  • Select appropriate materials covering relevant topics in military/security, political, etc.
  • Determine the media to be used for instructional purposes, such as audio, video, and Internet resources.
  • Select activities to help students develop proficiency and skills.
  • Develop exercises and activities that align with the proficiency development needs of the students.
  • Create quizzes and tests to monitor and assess student progress.
  • Provide training and guidance on Interagency Language Roundtable (ILR) skill level descriptions and user agencies' "Final Learning Objectives" (FLO). This training is expected to be no more than four hours and will primarily involve written guidance.
  • Provide a weekly schedule by Monday morning, detailing the activities and sources to be used during each instructional period.
  • Conduct a student needs analysis on the first day of class to identify individual strengths, weaknesses, and special requests/needs. Refine the analysis during the first week and provide a written report and plan for addressing the findings for each student by the end of the week.
  • Conduct daily lessons, comprising a minimum of six 50-minute periods per day.
  • Assign tailored homework on a daily basis to address the specific needs of each student.
  • Provide feedback on completed homework assignments, identifying problem areas and offering immediate remediation.
  • Report students who fail to complete assignments or do so carelessly.
  • Counsel students on their academic progress.
  • Communicate any problems with students to the point of contact (POC) in a timely manner, reporting issues on the day they arise (e.g., tardiness, disruptive behavior, or absence).
  • Offer tutorials as needed or requested by students before or after the six daily sessions.
  • Plan suitable out-of-class activities for the class and inform the POC of the location and details of these activities at least two days in advance.
  • Prepare all teaching materials prior to the start of each class, avoiding the need to prepare materials during teaching hours.
  • Qualifications

    • Fluent in the Russian Ukrainian languages, as spoken in Ukraine, with the ability to read, write, and speak at a level consistent with a person indigenous to the region.
    • Russian Ukrainian language proficiency shall be proved with one of followings.

    (A)  a native speaker (should be demonstrated with self-certification document)

    (B)   or that the proposed instructor obtained TL proficiency through formal education (courses completed at an institution of higher learning taught in the TL), (should be demonstrated with a copy of a diploma from an institute or university where Russian-Ukrainian is the language of instruction.)

    (C)   or TL-proficiency certification (Interagency Language Roundtable/STANAG 6001 Level 4 or Common European Framework of Reference Level C2). (should be demonstrated with a recent (not older than 3 years) certificate of proficiency that the personnel has achieved Level 4 or C2 or a copy of a Certificate of Advanced Proficiency in the Russian-Ukrainian language)

    • English Language proficiency shall be proved with one of followings

    (A)  as a native speaker; (should be demonstrated with self-certification document stating its personnel is a native speaker)

    (B)  through formal education (courses completed at an institution of higher learning taught in English – course materials, reading assignments, papers, and presentations in English); (should be demonstrated with a copy of a diploma from an institute or university where English is the language of instruction.)

    (C) by English-language proficiency certification (Interagency Language Roundtable/ STANAG 6001 Level 2 or Common European Framework of Reference Level B2 – Equivalent of IELTS 8.0-9.0, TOEFL 114-120); (should be demonstrated with a recent (not older than 3 years) certificate of proficiency that the personnel has achieved ILR Level 2 or CEFR 2B; or copy of Certificate of Intermediate Proficiency in the English language)

    (D)  or with documentation of English-language use in a work environment where English was the primary means of communication. (Should be demonstrated with work experience evidence from the organizations)

    • Adequate educational background in foreign-language pedagogy to provide advanced language training to adult learners.
      • Bachelor's degree or higher (MA or PhD is highly desired) in: Teaching Russian Ukrainian as a Foreign Language; Foreign Language Education; Teaching English as a Second/Foreign Language (ESL/EFL); Linguistics/Philology of the TL country; History/Literature/Anthropology/Education (related to the TL country); or Educational Psychology/International Relations. For purposes of evaluation, "TL Country" is a country where the TL is the primary means of communication within and among government, industry, academia, and the local population.
    • Five years or more of significant, recent, and relevant experience in teaching Russian Ukrainian to foreign, adult learners that work in US Department of Defense (DOD), Defense Security Cooperation Agency (DSCA), and Department of State(DOS) environments. A higher number of years is desired.
    • Familiar with the lower-range and upper-range Defense Language Proficiency Test (DLPT), including -a wide range of listening and reading texts at various levels.
    • Five years or more of personal life and work experience in one or more countries in which Russian Ukrainian is spoken as a first language. Experience must be as a resident living, working, or serving in the military within the system and related environment. A higher number of years is desired.
    • Must demonstrate ability to gain installation access:
      • Nationals of German or other European Union countries
      • OR Members of the force or the civilian component or dependents
      • OR Assimilated status under Articles 71, 72, or 73 of the Supplementary Agreement to the NATO SOFA
      • OR shall possess work and residence permits
